Captain Moonboot's Cheesy Beef & Rice Stuffed Peppers

🎩 A Word from Captain Moonboot

The Department of Vegetable Camouflage at World Headquarters has announced a significant breakthrough.

Apparently, if you hollow out a perfectly respectable bell pepper, stuff it with seasoned ground beef, rice, tomato sauce and melted cheese, people will enthusiastically eat the entire vegetable.

Captain Moonboot considers this a remarkable development.

The Missus has pointed out that stuffed peppers have been around for generations.

The Captain has requested that she stop interfering with the Department's research.

These colourful stuffed peppers are economical, filling and surprisingly easy to prepare. They're an excellent way to stretch a pound of ground beef into a satisfying family supper, and leftovers reheat beautifully.

Best of all, everything comes in its own edible container.

Toad has expressed interest in the beef but questions the wisdom of wrapping perfectly good meat in a vegetable.

⏱️ Recipe Information

Servings: 4 (2 pepper halves per person)
Preparation Time: 20 minutes
Cooking Time: 40–45 minutes
Total Time: Approximately 60–65 minutes

🥘 Ingredients

For the stuffed peppers:

  • 4 large bell peppers (red, yellow, orange or green)
  • 1 pound (450 g) lean ground beef
  • 1½ cups cooked white or brown rice
  • 1 medium yellow onion, finely diced
  • 2 cloves garlic, minced
  • 1 tablespoon olive oil
  • 1 cup tomato sauce
  • ½ cup canned diced tomatoes, drained
  • 1 tablespoon Worcestershire sauce
  • 1 teaspoon Italian seasoning
  • ½ teaspoon smoked paprika
  • ½ teaspoon salt
  • ¼ teaspoon freshly ground black pepper
  • 1 cup shredded mozzarella cheese
  • ¼ cup grated Parmesan cheese

Optional additions:

  • ½ cup corn kernels
  • ½ cup finely chopped mushrooms
  • ¼ teaspoon crushed red pepper flakes
  • 2 tablespoons chopped fresh parsley
  • Extra tomato sauce for serving

👨‍🍳 Instructions

1. Prepare the peppers

Preheat your oven to 375°F (190°C).

Wash the bell peppers and slice them in half lengthwise, cutting through the stems if possible.

Remove the seeds and white membranes.

Arrange the pepper halves cut-side up in a lightly greased 9 × 13-inch baking dish.

Add approximately 2 tablespoons of water to the bottom of the dish.

Cover tightly with aluminum foil and bake for 10–12 minutes to begin softening the peppers.

Remove from the oven and carefully drain any accumulated liquid.

Moonboot Kitchen Observation: Using several different pepper colours makes the finished dish look considerably more impressive, despite requiring absolutely no additional culinary ability.

The Department of Presentation and Public Relations strongly endorses this technique.

2. Brown the ground beef

While the peppers are softening, heat the olive oil in a large skillet over medium heat.

Add the ground beef and diced onion.

Cook for approximately 6–8 minutes, breaking the beef into small pieces with a wooden spoon.

Continue until the beef is fully browned and cooked through.

Drain excess grease if necessary.

Add the minced garlic and cook for another 30 seconds.

3. Prepare the filling

Reduce the heat to medium-low.

Stir in the tomato sauce, diced tomatoes, Worcestershire sauce, Italian seasoning, smoked paprika, salt and pepper.

Add the cooked rice and mix thoroughly.

If using corn or mushrooms, stir them in now. Mushrooms should be sautéed first to remove excess moisture.

Simmer gently for approximately 3–5 minutes, allowing the flavours to combine.

Remove from the heat.

Stir in ¼ cup of the shredded mozzarella.

The filling should be moist but not watery.

4. Stuff the peppers

Spoon the beef and rice mixture generously into each pepper half.

Pack the filling gently without pressing it down too firmly.

Divide the mixture evenly among all eight pepper halves.

If you have a little filling left over, spoon it around the peppers in the baking dish.

Captain Moonboot maintains that excess filling is not a recipe failure.

It is a bonus.

5. Bake until tender

Cover the baking dish with aluminum foil.

Bake for approximately 20 minutes.

Remove the foil and check the peppers. They should be becoming tender but still hold their shape.

6. Add the cheese

Sprinkle the remaining mozzarella and Parmesan evenly over the stuffed peppers.

Return the uncovered baking dish to the oven.

Bake for another 8–10 minutes, until the cheese is melted and lightly golden.

For a more browned cheese topping, switch to the broiler for the final 1–2 minutes.

Watch carefully to prevent burning.

7. Rest and serve

Remove the peppers from the oven and allow them to rest for approximately 5 minutes.

Sprinkle with fresh parsley if desired.

Serve with a little extra warm tomato sauce spooned over the top.

🌟 Captain Moonboot's Kitchen Notes

Make it economical: Substitute half the ground beef with cooked lentils or finely chopped mushrooms. You'll stretch the filling further while adding fibre and vegetables.

Use leftover rice: This recipe is ideal for leftover cooked rice, provided it was cooled promptly and refrigerated safely. Reheat the finished filling thoroughly.

Make it lighter: Substitute lean ground turkey or chicken for the beef. Ground poultry must reach an internal temperature of 165°F (74°C).

Reduce the carbohydrates: Replace half the cooked rice with cauliflower rice. The filling will be slightly lighter while maintaining a satisfying texture.

Choose your peppers: Red, yellow and orange peppers are generally sweeter. Green peppers have a stronger, slightly bitter flavour that works particularly well with beef.

Make it spicy: Add diced jalapeño, crushed red pepper flakes or a little hot sauce to the filling.

Try Mexican-style peppers: Replace the Italian seasoning with taco seasoning, add black beans and corn, and substitute cheddar for mozzarella. Serve with salsa and sour cream.

Make ahead: Prepare the filling and stuff the peppers up to one day in advance. Cover and refrigerate until ready to bake. Allow additional baking time when cooking directly from the refrigerator.

Leftovers: Refrigerate promptly in an airtight container for 3–4 days. Reheat to 165°F (74°C).

Freezing: Freeze cooled stuffed peppers individually for up to 3 months. Thaw overnight in the refrigerator before reheating.

🍽️ Captain Moonboot's Serving Suggestion

These stuffed peppers make an excellent complete meal on their own, but a simple green salad and warm garlic bread turn them into a proper World HQ supper.

For a lighter meal, serve one pepper half with steamed vegetables.

For those with larger appetites, two halves and a generous helping of garlic bread should do the trick.

Captain Moonboot also recommends serving them with a spoonful of Recipe #1: Basic Garden Salsa.

After all, the cookbook is called Making Salsa, and management feels an occasional reference to the original subject matter is necessary to maintain editorial credibility.

🚨 WORLD HQ EDITORIAL NOTICE

The Department of Vegetable Camouflage has officially approved Recipe #33 for inclusion in Making Salsa: Recipes & Other Bad Decisions from Captain Moonboot.

Following extensive testing, the Department has determined that bell peppers are remarkably effective containers for transporting ground beef, rice and cheese directly to the dinner table.

Captain Moonboot has proposed expanding the program to include zucchini, tomatoes and possibly small pumpkins.

The Missus has suggested that he finish eating the peppers before launching another research initiative.

Meanwhile, Toad has submitted a formal complaint concerning the distribution of meat inside vegetables.

Her position is that all meat should be served separately, preferably at floor level, without unnecessary interference from produce.

Management has reminded her that the seasoned filling contains onions and garlic, both of which are toxic to dogs.

Toad has therefore proposed establishing a separate Canine Meat Procurement Department, operating independently of the household vegetable program.

Her proposed annual budget consists of unlimited plain cooked beef, occasional chicken and a discretionary allowance for cheese.

Captain Moonboot has asked whether the department has any vacancies.

The Missus has informed him that he is already responsible for purchasing the groceries.

The Captain has withdrawn his application.
